Subject: Sealcoat Summary
In 1992, multiple sealcoats were placed at Centennial
Airport in Colorado as a two year test of effectiveness and wearability.
In the Spring of 1994, the WYDOT, Aeronautics Division, Project Engineer, Tom
Lemenager, attended a seminar which presented the results of this test. Each attendee also
conducted his own analysis and evaluation.
Mr. Lemenager illustrated his in-depth assessment in the attached document which the
Division has used as a general guide to sealcoats.

JAO- Commonly called
Seal-Gard™, and produced in Cheyenne, Wyoming. It water
soluble, and sand can be added. Plant location, 3414 Polk Ave., Cheyenne, WY 82001.
It is popular with the Cheyenne airport
and a knowledgeable and former Wyoming Aeronautics Engineer.
This product was laid on a test strip area
at Centennial Airport in 1992 and was observed in the spring of 1994. Of the ten products
observed after the two year period (all products laid under like conditions at
approximately the same application rate) this product appeared visually to be
"superior" and the most preserved of all the products involved in the test. |

| February 22, 1993 To Whom It May Concern,
In July of 1989 the Cheyenne Airport requested JAO
Corporation to apply Seal-Gard™ to a 60,000 square foot area of ramp space as a
test plot.
The area chosen for the test was a 2" asphalt overlay
with an 11" concrete base. The overlay was approximately 20 years old and very rough.
We were quite pleased with the quick application and short
down time required for drying, also the material itself held up extremely well even with
the snow plowing that occured over the winter.
We were pleased enough with the results that in the summer
of 1990 we had another 600,000 square feet of taxiways and approximately 50,000 square
feet of parking lot covered, and in the summer of 1991 we had another 400,000 square feet
of ramp area and parking lot covered with Seal-Gard™.
The product has exceeded our expectations especially on
the ramp areas where aircraft are fueled. We expected spills to damage the surface but
stains are the only evidence of aircraft fuel spills.
We hope to continue the use of Seal-Gard™ at the
Cheyenne Airport to protect our asphalt pavements. |

To Whom It May Concern:
In 1 993, the Pueblo Memorial Airport contracted Broomtown, Inc., to
apply Seal-Gard™ Asphalt Sealant to 80,000 square
yards of Taxiway surfaces. In 1 995, we again contracted with Broomtown, Inc., to apply Seal-Gard™ Asphalt Sealant to 1 90,000 square yards of
Ramp area surfaces.
Broomtown, Inc., utilizes state of the art equipment and has extensive
knowledge in Municipality work. This enabled them to apply two coats of the sealant
quickly which resulted in our airport remaining in full service with a minimal hindrance
to our customers.
The product Seal-Gard™, which
is manufactured by JAO Corporation, 3414 Polk Avenue, Cheyenne, Wyoming 82001, has proven
to be a high quality product. Seal-Gard™ has an
excellent durability, fast drying time and is able to suspend larger sand particles
generating a friction (non-skid) surface. Seal-Gard™
also does very well in resisting fuel and oil spills.
I highly recommend the use of Seal-Gard™
Products with Broomtown, Inc., as the contractor. The results have exceeded our
expectations.
